The sugar mill had own power plant.

Power generated there, some used to draw water and some for running factory machines.
Some of the water drawn is used to make steam and some for production process.
Some of the steam is used for generating power and some steam is used in production process.

But you need power to draw water. You need steam to generate power.
For producing steam, you need water,
